SAILING INSTRUCTIONS  

QUEEN MARY REGATTA

July 10, 2010

 

Rules

This race will be governed by the ISAF Racing Rules of Sailing for 2009-2012, and the PHRF requirements for category 4 races, except as altered by the NOR and these instructions, which shall govern in case of conflict.

Racing yachts shall not interfere with commercial and/or deep draft vessels or their tows within the Long Beach/Los Angeles harbors or their approaches. Yachts violating this rule are subject to protest and disqualification.

Changes in Sailing Instructions

These instructions may be changed by the Race Committee. To denote that a change has been made the code flag "L" (Come within Hail) will be displayed on the Race Committee Boat before the first warning. Oral instructions may be originated by the Principal Race Officer from the Race Committee Boat. Changes may also be posted on the notice board at the RBYC three hours prior to the first start.

Entering and Classes

Entries shall be submitted to Shoreline Yacht Club on or before July 8th. Late entries shall be submitted to Redondo Beach Yacht Club by 0900 July 10th. 

Entries will be divided into classes: Multi-hulls, Non-spinnaker Cruising, and PHRF (multiple classes). 

For PHRF boats, PHRF RLC ratings will be used and NO area adjustments shall be applied.   

Classes will be established after the final entry deadline (0900 July 10), and will be displayed at RBYC and from the Race Committee Boat.  Determine your start time at either of these locations.

PHRF boats are encouraged to fly these class number pennants:

PHRF A: number pennant 1

PHRF B: number pennant 2

PHRF C: number pennant 3

The Course

Start at King Harbor "S" mark, a yellow spar buoy located approximately one mile north of the King Harbor entrance. Proceed around the Palos Verdes Peninsula leaving the "R10" Palos Verdes Point buoy to port, leave the "R6" Point Fermin buoy to port, and the Long Beach Light (and its detached breakwater) to port. Enter Long Beach Harbor via Queen’s Gate and take Oil Island White to port. Finish between the orange inflatable mark mid channel adjacent to the stern of the Queen Mary and an orange/white pin across channel on the mole to starboard. Handicap distance is 23 nautical miles.

 

The Start

All yachts must check in and be acknowledged by the Race Committee on station near "S" mark by 11:45 or be penalized 10 minutes.

Classes will be started in accordance with Racing Rule 26 System 2 using 5-minute intervals as follows:

11:54 one minute warning (wake–up) to start of flag sequence; multiple horn blasts

11:55 Multi-hull Class Flag Up; horn

11:56 "P" Flag Up; horn

11:59 "P" Flag Down; long horn

12:00 Multi-hull Class Flag Down Multi-hull Starthorn

12:00 Cruising (Non-spin) Class Flags Up; horn

The Start (continued)

The starting line will be between a yellow spar buoy “S” and an orange flag on the Race Committee boat.

Yachts whose preparatory signal has not been made shall keep clear of the starting area and of all yachts whose preparatory signal has been made.

Recalls

Individual recalls will be signaled in accordance with Racing Rule 29.1, which states that the Race Committee will display the "X" flag (blue cross on white) with one sound signal after the start. The sail number and/or the name of the recalled yacht(s) WILL NOT be hailed; it is the sole responsibility of each yacht to ensure that she has made a proper start. A general recall will be signaled by displaying the 1st repeater (blue and yellow pennant) with two sound signals after the start. After a general recall of your start, start at the next scheduled or next 5 minute start time (changes Rule 29.2). The start for succeeding classes will be postponed accordingly.

The Finish

Finish between the orange inflatable mark mid channel adjacent to the stern of the Queen Mary and an orange/white pin across channel on the mole to starboard. The finish deadline is 1800 Saturday, July 10, 2010.  Yachts finishing after 1800 will be scored DNF.

Retirement

A yacht which retires from the race or fails to finish by 1800 must notify the race committee by 1830 on Marine VHF channel 68, or notify the Shoreline Yacht Club by telephone at (562) 435-4093.

Equipment/Crew

All PHRF yachts and Multi-hulls must be equipped in accordance with PHRF category 4 requirements. 

 In the Non-spinnaker Cruising Fleet, yachts must be equipped with an adequate engine and fuel, and Marine VHF channels with 16 and 68.  Whisker poles may not be more than 40% longer than the foredeck. Double headsails with a pole (one pole) may be used. Gennakers or MPS are not allowed in the cruising fleet.

For PHRF or Cruising Fleet equipment violations: DSQ

For Cruising Fleet yachts without a current valid PHRF RLC rating, the assigned rating made by the Race Committee will be based on a headsail with an LP of 155% of J or less, and a whisker pole not longer than 1.4 times J. If you plan to use a headsail LARGER than 155% and do not have a current valid PHRF RLC rating, you MUST notify the Race Committee prior to race day or notify the Committee Boat when checking in, and your handicap will be adjusted accordingly. All handicaps will be based upon the base PHRF RLC ratings with NO area adjustments.

 

Scoring

All scoring will be based upon corrected elapsed time.

 

 

 

 

Protests

A yacht intending to protest shall do so in accordance with Racing Rule 61 and shall notify the Committee of her intent to protest promptly after finishing and hail the sail number or name of the yacht being protested. Competitors may not protest for a breach of RRS 75.2, this changes RRS 60.1. Protests shall be written on standard protest forms (available at the SYC bar) and filed with a member of the Race Committee. Protests must be filed within 60 minutes of finishing. No protests will be accepted after 1900 Saturday, July 10th, 2010. Protests will be heard as soon as possible after filing. Notice of protest(s) will be posted on the regatta notice board located in the bar area of the Shoreline Yacht Club.

Awards

The trophy presentation will be as soon as practical (depending on protests, finish times, etc.) on Saturday evening.

1 trophy for 3 starters

2 trophies for 4 to 6 starters

3 trophies for 7 or more starters.

All trophies are based on corrected elapsed times. Perpetual trophies will be presented for both the PHRF and Non-spinnaker Cruising Fleet for overall best-corrected elapsed times. Perpetual trophies will remain at the host clubs.
