1. Rules

1.1 This race will be governed by the current International Yacht Racing Rules and the PHRF requirements for Category III races, except as altered by these sailing instructions, which shall govern in case of conflict.

1.2 Racing yachts shall not interfere with deep draft vessels or their tows within the Long Beach/Los Angeles harbors or the approaches thereto. Yachts violating this rule are subject to protest and disqualification.

1.3 It is the responsibility of each skipper to decide whether or not it is safe to race and/or continue racing.

1.4 The "720o" rule is in effect.

1.5 No "passengers" or "observers" are allowed onboard. Only the skipper shall be aboard during the race, except in the doublehanded class where only 2 people may be aboard.

1.6 For the non-spinnaker and doublehanded class, the PHRF non-spinnaker offsets will be used and it is assumed that a 180% gennaker will be used unless the race committee is informed otherwise prior to the start of the race.

2. Changes in Sailing Instructions

2.1 The race committee may change these sailing instructions.

2.2 To denote that a change has been made the code flag "L" will be displayed on the committee boat before the first warning.

2.3 Should circumstance warrant, the principal race officer from the race committee boat may originate oral instructions.

3. Eligibility and Classes

3.1 Each entrant must be a member of a yacht club recognized by the SCYA.

3.2 Entries will be divided into three fleets: (1) Singlehanded Spinnaker, (2) Singlehanded Non-Spinnaker, and (3) Doublehanded.  In addition PSSA boats will be eligible for their ‘Mariner’ class.

3.3 Yachts not having a valid PHRF rating will be given a rating by the race committee.

3.4 While racing each yacht is encouraged to display her class signal (international code pennant) from her backstay as follows:

Singlehanded Spin "Two"

Singlehanded Non-Spin "Four"

Doublehanded "Zero"
 

4. Course

4.1 Start between Mark 39 and an orange/white flag on a staff on or adjacent to the committee boat in Long Beach Harbor. Leave Oil Platform "Emmy" (approx 33o39.7'N 118o02.5'W) to starboard. Leave Traffic Lane buoy "S" (fl Y 4 sec, approximately 33o35.5'N 118o11.5'W) to starboard.  Finish off the stern of the Queen Mary (see para. 7 for Finish).

4.2 The diagram on the race invitation should not be used for navigation.

4.3 The handicap distance is 27.6 nm.

5. The Start

5.2 Races will be started in accordance with racing rule 26, using 5-minute intervals.

5.2 Before the warning signal for the first start, each yacht shall pass the stern of the committee boat and hail her sail number. The hail must be acknowledged. A yacht failing to do so may not be scored or scored as DNS.

5.3 A yacht whose preparatory signal has not been made shall keep clear of the starting area and of all yachts whose preparatory signal has been made.

5.4 To alert everyone that the start sequence is about to commence, two sound signals will be made approximately one minute before the warning signal for the first class.

6. Recalls

6.1 Individual recalls shall be signaled by displaying the code flag "X" and making one sound signal. The sail number and/or names of recalled yachts may be hailed and broadcast on VHF Channel 68, but it is the sole responsibility of each yacht to ensure that she has made a proper start.

6.2 A general recall will be signaled by the code flag "First Substitute" and two sound signals. The recalled class shall restart 5 minutes after the last scheduled start. When more than one class is recalled, the recalled classes shall restart in the same sequence as the original starting order.

7. Finish

7.1 The finish will be a line from the stern of the Queen Mary to the Shoreline Marina mole. The race committee will be on station on the mole so shape your course to pass close to the mole side of the channel.

7.2 The race committee will be on station until 1800 hrs after which each skipper must take his own time as follows: when the flag pole on the stern of the Queen Mary bears 175 magnetic from the helmsman's position record the time. Record any race boats in sight ahead and astern. Also record how and when the timepiece was calibrated (WWV, Telephone Company, GPS, etc.). Turn this time report in to Shoreline Yacht Club before 0600 hours Sunday 15 August 2010.

8. Retirement

8.1 A yacht, which retires from the race, must notify the finish race committee by hail or VHF Channel 68, or notify the Shoreline Yacht Club by telephone at (562) 432-2544.

9. Equipment

9.1 All yachts shall be equipped in accordance with PHRF Category II requirements.

9.2 Gennakers, as defined in the 94-95 PHRF handbook (Appendix 3 paragraph A.2) will be allowed in the non-spinnaker fleet.  The definition of gennakers is any asymmetrical spinnaker that has less sail area than the spinnaker listed on your PHRF certificate.

9.3 For the non-spinnaker class, the whisker pole cannot be longer than 1.4 times "J".

9.4 Double headsails will be allowed in the non-spin class if no gennaker is being flown. If double headsails are used neither of the headsails can be larger than 155% of J or the largest rated headsail.

10. Safety

10.1 In the interests of safety, any navigational tool available to all competitors (ie. GPS, loran, radar, RDF, chart, compass, etc.) may be used.

10.2 Autopilots, self-steering vanes, sheet-to-tiller systems, etc. may be used at the skipper's discretion.

10.3 Immediate assistance cannot be guaranteed. Therefore each yacht and skipper must be independent, self sufficient, and capable of self-rescue.

11. Protests

11.1 A yacht intending to protest shall do so in accordance with rule 68 of the Racing Rules and shall notify the finish race committee of her intent to protest promptly after finishing and hail the sail number or name of the yacht being protested.

11.2 Protests shall be written on ISAF standard protest forms and submitted to the race committee at the SYC facility as soon as possible after finishing.

11.3 Protests will be heard Saturday evening 14 Aug.

12. Awards

12.1 The trophy presentation will be as soon as possible after the finish of the race on Sat 14 Aug.

12.2 Trophies will be awarded for each class as follows:

1 trophy for 1 to 3 starters

2 trophies for 4 to 6 starters

3 trophies for 7 to 9 starters

4 trophies for 10 to 15 starters

5 trophies for more than 15 starters
