SAILING INSTRUCTIONS

1. RULES

The regatta will be governed by the Racing Rules of Sailing, including the prescriptions of the USSA, by the Notice of Race, the Sailing Instructions, and by any class rules that may apply. RRS 29.1, 29.2, 55, and 60 are altered.

Racing yachts shall not interfere with deep draft vessels or their tows within Long Beach/Los Angeles harbors or their approaches. Violations can result in protests and disqualification.

2. NOTICES AND CHANGES TO THE SAILING INSTRUCTIONS

2.1 Changes will be posted in the race display case at SYC by 0900 Saturday, August 30, 2008 in accordance with RRS 88.2.

 2.2  Oral changes may be made on the water (RRS 89.2-c). Code flag LIMA will be displayed and signaled by air horn. Participants will sail by the Race Committee Boat to receive oral instructions when code flag LIMA is displayed with several short blasts of an air horn.  Participant’s failure to do so will not be subject to redress.

3. SAFETY REQUIREMENTS

All yachts entered shall comply with USCG regulations as well as the equipment requirements of Category 3 as defined respectively by the Class Rules and By-Laws of PHRF of Southern California and the By-Laws and Rules of the Ocean Racing Catamaran Association (ORCA). Furthermore, it is the sole responsibility of each owner or charterer to insure that his yacht is fit for sea, properly equipped for any emergency, and properly manned by an experienced crew.

Yachts racing in the Double-handed Fleet have additional safety requirements as described in the Double-handed Fleet supplement to these sailing instructions.

4. ELIGIBILITY

The race is open to sailing yachts designed and built to go offshore and having a minimum overall length of 20 feet and having a valid rating issued by PHRF of Southern California or by the Race Committee. Owners or Charterers (except non-spinnaker entrants) must be members of yacht clubs recognized by SCYA.

5. CLASSES, SAIL NUMBERS, CLASS INDICATORS, AND SCHEDULE

Entrants will be divided into 5 fleets: ULDB, PHRF, Non-Spinnaker, Double-handed, and ORCA. Each fleet may be divided into classes depending upon the number of entries and the ranges of the ratings. Class breaks will be posted at SYC and also on the internet at www.dpyc.org by 2100 on Friday, August 29, 2008.

Non-spinnaker boats shall be restricted in the use of headsails. Gennakers will not be allowed. Double headsails are allowed.

RRS 55 is altered to permit yachts to fly the recommended class pennant as follows:

 These class indicators will be International Code numeral pennants flown from the yacht’s permanent backstay.

Changes to this list of classes and any additional class pennants will be posted according to SI #2.1 on the Shoreline Yacht Club Race bulletin board at the south entrance to the Club.

Double-handed entries will sail with the class that they would be in if they were fully crewed.  Double-handed entries will be scored twice.  Once as a PHRF spinnaker boat and also as a double-handed boat.  The recommended class pennant for double-handed is 3 regardless of the PHRF class they are assigned to.

6. STARTING

At least 5 minutes before the warning signal of the start of the class entered; each yacht that will start in that class shall pass the stern of the Check-in Boat displaying the International Code Flag Charlie, Code flag Charlie, and hail her sail number.  A yacht’s check-in hail will be acknowledged.  The Check-in boat shall be anchored (N 33o 45’ 31.7”; W 118o 10’13.4”), approximately 0.1 nautical mile east of yellow spar buoy No. 39, in Long Beach Harbor which lies east of the entrance to Shoreline Marina.  Failure to hail check-in and be acknowledged shall result in a penalty of 30 minutes.  After checking in, yachts shall proceed south to the starting where the Race Committee Boat displaying the traditional R/C flag shall be anchored.  The starting line will be between two buoys, each with an orange flag over a white flag on a staff. The Race Committee Boat will be outboard of the starboard end of the line.  An assistant RC Boat may be outboard of the port end.  Yachts whose preparatory signal has not been made shall remain clear of the immediate starting area.

The races will be started according to RRS 26 using 5-minute intervals between starts.
 
7. PREMATURE STARTERS

Individual recalls will be signaled in accordance with RRS 29.1 Sail numbers may not be hailed.

8. GENERAL RECALL

In the event of a general recall for any class, the recalled class will start 5 minutes after the last scheduled start. In the event that more than one class is general-recalled, each will restart in its originally scheduled order. This alters RRS 29.2

9. COURSES

FOR ALL PHRF, DOUBLE-HANDED, and ORCA

The Race Committee Boat will be between oil islands Grissom and White in Long Beach Harbor. Start as directed in paragraph 6. Leave to starboard an orange inflatable cylindrical or tetrahedron mark, approximately 1/4 mile to windward of the start line. Sail out the Los Angeles entrance (FLG 15 at the starboard end).  Leave to port oil platforms Ellen and Elly. Leave to port the Dana Point whistle buoy (FLR 2.5 see). Finish as directed in paragraph 10.

FOR THE NON-SPINNAKER CLASSES

The Race Committee Boat will be between oil islands Grissom and White in Long Beach Harbor. Start as directed in paragraph 6.  Leave to starboard an orange inflatable cylindrical or tetrahedron mark, approximately 1/4 mile to windward of the start line. Sail out the Long Beach entrance (FL 5 sec at the starboard end). Leave the Dana Point whistle buoy (FLR 2.5 sec) to port. Finish as directed in paragraph 10.

10. THE FINISH

The finish line will be between a Race Committee Boat flying a Red or Orange flag and the green lighted buoy G-1 (FLG 2.5 sec.) that is adjacent to the middle of the west jetty at Dana Point (Approx. 33o27.10’ N 117o41.90’ W). DO NOT CONFUSE this relatively new buoy with the entrance light to Dana Point harbor.

The finish deadline is 2200 Saturday, August 30, 2008; yachts finishing after 2200 will be scored “DNF”.  Yachts finishing after dark shall shine a light on their sail numbers. Finishing yachts have the responsibility to verify their finishes with the Race Committee Boat before leaving the area.  The handicap distances for this race are 39 NM for ULDB, PHRF, Double-handed, and ORCA classes, and 32 NM for the Non-spinnaker classes.

11. YACHTS NOT FINISHING

A yacht that retires from the race must notify the Race Committee by hail to the Race Committee Boat, or by radio on VHF 68, or by calling the club at (949) 212-1036 .  

12. RADIO COMMUNICATION

A boat may neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

 

  All participants shall monitor VHF channel 68 during the start sequence. The race committee may transmit radio information to participants on these channels. Notification of retirement shall be made on these channels.

13. SCORING

Scoring will be in accordance with RRS 88.3 and Appendix A (Scoring). The low point system will be used. PHRF Base RLC ratings will be used for ULDB, PHRF, and Double-handed classes. Time-on Time will be used for ORCA classes. PHRF OWC ratings will be used for Non-spinnaker yachts with non-spinnaker offsets added to their ratings.

Non-spinnaker yachts without a valid PHRF rating will be assigned a rating by the Race Committee based upon a headsail of not more than 155% LP and a whisker pole of not more than 1.4 times J. Entrants may not use larger headsails or poles.

A yacht on the course side of the starting line early that fails to return and restart shall have 30 minutes added to her time plus the difference between her actual crossing of the line and her scheduled start. This alters RRS 29.1.

14. PROTESTS

The alternative penalty (scoring) of RRS 44.3 will apply.

Strict compliance with RRS 60 is required. The following alterations to RRS 60 will apply.

(a) Protesting yachts shall notify the Race Committee Boat at the finish line immediately after finishing of the intent to file protest, the sail number of the yacht protested, and receive acknowledgement from the Committee.

(b) Protests must be submitted on a USSA standard form and filed at the bar at DPYC within 2 hours of the yacht’s finishing time.

(c) Notice of protest and the yachts involved will be posted on the DPYC race bulletin board. A yacht’s representative must check this board to determine involvement in protest.

Protest hearings will be held beginning at 0830 on Sunday, August 31, 2008 at DWYC.

15. TROPHIES

The awarding of trophies will be at 1130 on Sunday August 31, 2008 at DPYC.

There will be up to 5 take-home trophies for each class based on the number of entries. There are perpetual trophies for: PHRF Fleet, ULDB Fleet, Double-handed Fleet, Non-spinnaker Fleet, and All-Women crew (PHRF, ULDB).

SUPPLEMENTAL SAILING INSTRUCTIONS

FOR

DOUBLE-HANDED CLASSES

1. Autopilots, wind vanes, sheet to tiller systems, and or modified rudders will be allowed.

2. Only two people will be allowed on board. This modifies the PHRF requirement for minimum crew of 3.

3. Double-handed entries will be assigned to the PHRF spin class that they would be in if fully crewed.

4. Double-handed entries will be scored twice, as both PHRF boat and double handed.

5.  The recommended class flag for double handed is #3 irrespective of the PHRF class assigned to.

6. Yachts entered in the double-handed fleet shall be bound by the regular Sailing Instructions except as noted in items 1, through 5 above.
